In this scenario AI has two air units with no ammo nor attack ability. AI log shows it looking for a place to hide etc. taking more than half of the turn time (around 45 seconds on my machine).
Those provisional airfields do not work because they are not ground units (are light cruisers), but it is a bug, naval units should work also.
Fixed on next update 0.67e and up
