The full startup sequence should be documented and then optimized to cause the minimal required amount of layouts and paints. And it should be done in a way that it's not dependand on the sequenze of loading of the subcomponents (e.g. the CSS files) so that it is guaranteed to work allways in the same way (also in SVN and minimized versions)
