#1 Completed Download Not Shared

New shares are not currently sent as they are
completed in the download folder. Shares should
be sent to the server on sucessful completion.

This has been half implemented... needs to be
completed.

It needs to be determained at "scan time" as to
whether or not the Downloads directory is shared.

We could also implement a sputnix like model
where we force users to share thier downloads.
