#7 Fix buildorx.bat for compiling API samples on Windows

In the section for compiling the API samples in
buildorx.bat (Windows build) the INCLUDE environment
variable was not being set in a way that would ensure
that the rexx.h being picked up was from the version
being compiled. This is a small change to fix that.
