#516 Windows installation detect 64bit installer on 32-bit OS

The windows installer in 4.1.2 let me upgrade from 32 bits 4.1.0 to 64 bits 4.1.2 with only one minor issue: Starting a 64bits RXapi on a 32 bits windows fails. And of course later REXX does not work. With all those new 4.x upgrade checks, please add another check against this PEBKAC, windows 2000 can run an upgrade to 64 bits, yielding an unusable installation ;-)

The installer will detect if a user is trying to install a 64 bit ooRexx on a 32 bit system, put up a message box informing the user of the problem, and quit.
