In https://sourceforge.net/tracker/?func=detail&aid=2802827&group_id=119701&atid=684730 it was assumed that I was using a wrongly built version of ooRexx 4.0. Did create a new version of ooRexx 4.0, but the reported error with time("r") still can be obvserved (cf. output at the end of this posting).
These were the steps I undertook to create the new version:
AFAIK, this should cause a fresh build of all modules and therefore should assure that I get a valid build of ooRexx.
Is there anything I should/could do instead?
Output of "testsleep.rex" on ooRexx 4.0, rev. 4769 from trunk:

I'm not sure what you might be doing wrong with your system, but this problem does not show up for me using either the beta build or the trunk build. Stop reopening this problem.
