#1081 Window close button/menu not enabled when installer finishes

Classic UI.

When the installer completes, and the dev hasn't enabled AutoClose, the installer window sticks around with a little [Close] button down in the right corner. However, the default Windows "Red X" close button at the right corner, and the [Close] option in the system menu for the window, remain disabled (they are disabled during the install process).

These "Close" commands should be re-enabled after the install process completes; we shouldn't force users to use the NSIS [Close] button when the standard windows commands could be enabled as well.
