[Notion-general] hide_tabs.lua

Hey,

I wrote a script for Notion some time ago that, while it's basically a
rewrite of min_tabs.lua (it hides the tab bar of frames with just one
window), fixes several issues I had with min_tabs.

I just created a repo for it, so in case someone else here might find it
