Notalon version 0.2.0 released

Notalon is an application designed to make Cornell note-taking simple. The purpose of Notalon is to separate note-taking from formatting, enabling the user to focus on the content and not the layout.

Notalon 0.2.0 includes numerous bug fixes, including:
* Toolbar ID bugs
* IsModified status on startup set to True
* Failure to load default text on POSIX platforms
* Failure to change title on recent file selection

Several new features have been added:
* Preferences dialog
* Revised About dialog
* PDF drawn boundaries optional
* Enabling of the clear recent files item based on the number of recent files
* Confirmation dialog on heading deletion

The toolbar and menus have been improved, with new icons.
