#14 nmeaTIME hsec is in fact msec
In time.h the nmeaTIME structure "hsec" field is documented as: "int hsec; /**< Hundredth part of second - [0,99] */"
In fact the nmeaINFO "utc" field has this "hsec" corresponding to milliseconds (in range [0, 999]).
This is just a documentation/naming issue, a bit confusing though when parsing the nmeaTIME.
