#90 Could open nettime service?

When I logged in as normal user (not administrator), after I finished setting nettime, I always got a popup "Could open nettime service". What does it mean?

The more annoying is, I have to setting nettime everytime I logged in. I guess something about permission here. Then how do I suppose to give access to normal user for nettime? I don't want to set nettime everytime I logged in and I only want to logged in as normal user, not administrator for security purposes.
