That path does not exist at all, so the installer is trying to install a file in a non-existent directory. But even if I create the path manually, it still fails.
This is a clean system, Netgen has never been installed here before.

Just a kind of guess but maybe it doesn't have write access to program files. To check, try installing to a folder on your desktop or start the installer with run as administrator.

Trying to install Netgen-5.0.0_x64.exe for the first time on Windows 7 64bit.
Click installer. Select English language. Select only Netgen Basic. It chooses the path C:\Program Files (x86)\Netgen-5.0_x64 which is fine by me.
An error occurs:
Error opening file for writing:
C:\Program Files (x86)\Netgen-5.0_x64\bin\acisgeom.tcl
Abort / Retry / Ignore

I just realized this was a question better suited for the Help forum. I can't delete it, sorry. Feel free to move it to the other forum.
I tried to install Netgen-4.9.13_x64.exe and I get a similar error:
Error opening file for writing:
C:\Program Files (x86)\Netgen-4.9.13_x64\bin\dialog.tcl
And again that path does not exist.

OMG, how embarrassing. Run As Administrator fixed it. I should have tried that myself.
I guess I didn't think to try it because installers don't usually require that option, even when installing in Program Files.
