#119 Is the FTP server down?

Whenever I use pacman, I get an error related to a timeout connecting to '148.251.42.38', which I assume is the Msys2 FTP release server.

The full error message is:

error: failed retrieving file '<file>' from 148.251.42.38 : Connection timed out after <number> milliseconds

Where <file> is the file being requested, and <number> is a number that is usually >= 10000

I just comment those lines out in the /etc/pacman.d/mirrorlist.* files to get rid of the errors, but I would like to know the root cause of the issue.

    I just updated the pacman-mirrors package, and found that the FTP server was removed. Why?
