I would like to be able to approve changes and deletions which is not possible at the moment, I know I could get an email on deletion ... but the user can delete the room even after they have used it and avoid paying for it.

Is this something you can implement ?

You can configure the system so that users cannot delete past bookings. Would that meet the requirement?
