Yes, this is done on a per-area basis. Just go into Rooms and enable Min Book Ahead and then set the time (0 for all bookings in the past). The restriction only applies to oirdinary users, not to admins.
You can set the default for new areas in the config file by cipting the settings from areadefaults.inc.php
