First, please make sure to use the latest version of the Eclipse RSS Reader, if possible. Each release contains a number of bug fixes, which may be related to this particular error.
That said, I remember having occasional problems with this particular feed (although at this moment it seems to work). It's possible that sometimes the server returns some sort of error page, which the Reader cannot parse. One thing you should try is removing the "-106" from your URL (that particular server may be part of a greater farm, and may go offline on occasion).
