This is not true.  It is (currently) specific to the MS-Windows
platform, (because it is dependent on MS wininet.dll), and...

...nothing precludes you doing this, (except possibly the lack of any
definitive specification of the required XML structure, which you will
need to deduce from our existing catalogue, on SF, for the MinGW.org
repository).  You will need to package your own mingw-get distribution,
specific to your own repository, and, for the time being, that will
need to be kept separate from our distribution, (and as a separate end
user installation), to avoid conflicts between our package-list.xml
and yours; (this is an issue I hope to eventually resolve, by tagging
each locally cached .xml file with a repository hash, but that's a
feature for some as yet unspecified future release).
