While attempting to install Miktex 2.9 on a Windows 7 Toshiba laptop, I have tried the following and received the associated errors:
I downloaded the 32-bit Basic installation. When I run the executable, I get the error "invalid package archive file". It does not give me any choice in location to install or a way to choose the repository. I am the only user on this computer, but have tried running as administrator and using Windows compatibility tool to install for XP SP3. I also tried the 64-bit Basic installation. The error "invalid package archive file" reoccurs here too.
I tried the 32-bit Net Installer (and later the 64-bit). I have tried 5 different mirror sites in the US. All installation attempts fail with a "transfered partial file" error. Every time it occurs on a different file.
Beyond that, I have (i) uninstalled Adobe reader (as suggested online somewhere) and (ii) tried downloading the files from Chrome, IE, and on a different computer (Safari).
I am totally out of ideas. Has anyone else encountered this problem and successfully overcome it?

Maybe you should try to download the basic installer using ftp and
Filezilla for instance, directly from:
ftp://ftp.dante.de/tex-archive/systems/windows/miktex/setup/
