#2316 Package babel not updated in MiKTeX 2.9

The version of babel (and its contributed language-support files) on the MiKTeX repository is quite behind the available versions on CTAN. For instance, an update of MiKTeX 2.9 gives babel 3.8m which dates back to 2008/07/08.
- is it a bug on my side?
- is it a bug on the MiKTeX side, which would no longer updates babel? (maybe related to [https://sourceforge.net/p/miktex/mailman/miktex-users/?viewmonth=201304&viewday=2]).

This has already been asked on the mailing list in February... but it went un-answered :-(

Thanks for the information! I hope it can be corrected as I'm testing a brand-new (beta) package that requires recent version of babel.
