I was looking at the metadata of a video clip that was recorded in Dubai and the Record Date field gives
2012-02-17T21:25:52+0400
I take it this is UTC +4 hours, but does it mean that it was recorded at 21:25 local time in Dubai which is UTC+4 OR it was recorded at 01:25 local time in Dubai which is 21:25 UTC plus 4 hours. Hope you see what I mean!

Not easy, I always need to think a lot when I read ISO date/time ;-).
check the definition of ISO 8601 Time offsets from UTC.
In your case, it is 21:25 local time in Dubai (17:25 UTC)

Not easy, I always need to think a lot when I read ISO date/time ;-).
check the definition of ISO 8601 Time offsets from UTC.
