While booting 2 Layers and MWB agent, trying to
connect and transfer messages between the Layers
fails which causes the MWB to experience
disconnection from the Layers.
The disconnections had nothing to do w/ this bug. The
messages did not pass because of a Manta bug which caused
the MWB to discard messages it was supposed to relay.
