#188 MWB - 2 issues: when MWB is up after the MantaRay Layers

First issue:

When Booting first the MantaRay Layers and than the
MWB it does not synchronize with the Layers regarding
all the roles that were already advertised before the
MWB brought up, nor does it capture the new roles.

Second issue:
---------------------
If MWB and the Layers were running before and than
brought down and up again in the same way as
described above, the transports table which holds the
old data does not remove it but rather adds some new
transports for the same agent_id.

fixed:

agents now report their transport at startup (like before),
and when the MWB becomes up (new behavior).

when an agent becoms down, the MWB cleans its transport
table (there was a bug in the cleanup code).
