Problem:

List administrators are able to use illegal "List-ID"
headers with Mailman. Legal characters in a
non-quoted list-id description are:
ALPHA / DIGIT / "!" / "#" / "$" / "%" / "&" / "'" / "&" /
"'" / "*" / "+" / "-" / "/" / "=" / "?" / "^" / "_" / "`" /
"{" / "|" / "}" / "~". Thus, if a List-ID contains an
illegal character, it should either be quoted or an
error should occur.

    This won't be fixed in the 2.0.x line, but it will be fixed
    in Mailman 2.1.4.
