#22 Pass mp3pro-files to in_mp3pro.dll

It would be great if there was a way to implement a
function to load mp3pro files (which appear as
having 22khz samples) with the Thompson decoder.
This would of course mess with the philosophy of
MAD, but, until MP3pro patenting and licensing
issues are history, this would be a wonderful way of
combining audiophile decoding on the vast majority
of "regular" MP3s with the ease of not fiddeling
around in the Winamp Preferences whenever an
MP3Pro file is to be played.
