If the same log message is to be applied to all
committed files, perform the commit in one server
transaction. This is faster, and will also reduce the
number of server operations.

For instance, if the loginfo for the project sends a
mail message, only one message will be sent, rather than
one per file.

This isn't a request for folder commit, just a request
to change the processing loop for existing user
interface.

    Hi, we are developing a tool to convert cvs check-in
    notifications to an html format for people to read.
    Unfortunately, this bug is causing us problems with
    MacCVSPro. Bumping up the priority of this bug would be
    greatly appreciated, or else we would have to recommend to
    our users to not use MacCVSPro. Thanks for your time.
