In the instructions it says to go to system > preferences > theme but I do not know why but I do not have theme in preferences but what I do have is theme manager but when I try to install in that, the .tar.gz file will not show up. Please help!!!

Thats System > Preferences > Appearances, not Themes. BTW, which Linux distro do you use and what is the GNOME version?
i use ubuntu and 2.2.2 gnome
Then its System > Preferences > Appearances > Themes > Customize button.
