#4 file modification times in ftpfs

I am mounting a remote ftpfs, and I'd like to have
corrected modification times. The ftp server is -7h
from me, I'd like to indicate to ftpfs what time shift
should be operated.

There is a similar option in the mirror perl script, to
give time offset between local machine and remote ftp.
This allows to maintain same modification times, and
run script that update / send emails based on
modification times..

    not so important for me anymore, as I do test based on file
    size only now
