It seems that whenever TextMate is being run from within Locomotive, the
application's environment variables (which get properly set in Terminal /
iTerm) are not passed to the TM's environment. This causes many
advanced Rails integration functions of TextMate malfuctioning. I am not
sure if this is an easy fix (like passing variables through or starting TM
from a preset shell) or kind of TM's peculiar way of dealing with it's
internal variables but I believe it would be much worth to investigate / fix
/ work around that.

Unfortunately, both TextMate and Locomotive have moderately
complex setups to properly configure environment variables,
and the intersection of these two methods is very messy. I
did submit a patch for the TM Rails bundle at one point, but
I don't think it was ever applied (it may not have been very
good...). In any case, there's nothing I can really do
about it from the Locomotive side of things.
