#3 Investigate using GNU make for Win32

The Win32 build is currently setup to use a project for
MSVC++, which is going to be a pain in the long run
keeping it up to date with changes in the Makefiles.

It would be nice if we could use GNU make (with
MSVC++ commands for compiling) under Win32 and
keep it all in line.
