I'm obviously just a dumb artist so forgive me but wouldn't it be simpler to have a /etc/X11/wacom.conf? That way if you change monitors or do a system upgrade you don't bone your xorg.conf with those goofy display configurator apps.

(I'm new to this so I might not be correct)
I think its just the way X is handled, there isn't anything to tell the O/S to look outside the xorg.conf so it doesn't.
