This patch is to fix some Big Sur files. I made some
cosmetic fixups as well as modifed pci-sh7751.h to
correct a register error. Changed setup_bigsur.c to
fix a bug in the IRQ handler. In pci-bigsur.c, moved
PCI clock enable register set before toggle of PCI
reset signal. I deleted some empty files (pci-irq.c and
pci-sh.c).
