#21 Resizing Title Windows couses Lincity to crash

Testing Lincity 1.2.1 on Windows 98:
As soon as Lincity is started, it shows it's Title
window. If You chose to resize this window by dragging
border, or Minimize/Maximize - Lincity crashes with
pagefault.

Expected behaviour: if this windows is supposed to
be unresizible (during title phase), please disable
this ability, or else make it able to resize.
