No target for "make install"

#6 No target for "make install"
The instructions at http://libircclient.sourceforge.net/ say to run "make install," which I assume is supposed to install the header files in their proper /usr/local location. However, when I try to "make install," I get the following error:
ramsey@manwe:~/src/libircclient-1.2$ make install
make: *** No rule to make target `install'. Stop.
I've looked in the Makefile, and, indeed, there is no target for "install." Is this a bug, or is "install" not supported?
