#1168 Inventory import creates zero-amount payments

Zero amount payments should never have to be created: if the imported inventory adjustment has a zero-value, the payment will need to be zero, but there will be a remaining balance of zero anyway, so there's no payment required to close out the balance.

When there's a non-zero balance in the inventory adjustment, there will need to be some kind of "payment" transaction generated anyway, so creating a zero-value one doesn't help.

Conclusion: no need for zero-vale payments

It doesn't look like we automatically add any payments. Will need more info before finding that there is a bug here.
