How to reproduce:
- Use number format: 1.000,00
- Open an existing invoice with foreign currency
- The exchangerate seems correctly
- Click on Shipto and cancel that form
- Exchangerate shown exactly in the same way (bad format) as in bug #1133

    Yes, it is a general issue as I can see, the number format sometimes did not used, with exchange rate and as I remember, the payment screens.
    I will allocate some time in the next month to dig into the code and try to locate all locations.
