#23 Transcoding to national chars to ascii

It would be great to implement simple transcoding tables which converts some national chars to its ascii transcripted equivalents. Mainly for construction email addresses,simple usernames, simple homedir names etc. I think it will be very useful for admins from slavic languages speaking countries or other languages which uses transcripting to ascii chars.
