No, you can not change the built-in controls with templates but you can define a redundant control on a template panel which will operate on the same attribute as the builtin control.

I'm still looking at the documention on templates, and can see how ot extend the user dialog/form. But not how to modify it.
For eaxmple:
For user nodes below a particular OU, I would like ot change the Home Directory control to be a combo not a text field
