#3 Make radius ports configurable.

Because I am using freeradius, sitting on the "new"
radius ports, I had to change RADPORT and RADAPORT to
get this running. And I do not like having to fiddle
around in #defines just to get something to run ;-).

The attached patch makes the radius ports configuration
items. If unset, the old default values prevail. Patch
is to the current cvs version (20040713 13:00 UTC).

Because the accounting port is, as far as I know,
"always" one more than the auth port, I made only the
auth port configurable.

Slight change in the Makefile, too: only install the
configuration examples as "the real ones" if there is
no startup-config in the target directory yet. If there
is already a startup-config, then install all examples
as '.default' files.
That should break nothing, and makes "make install"
also possible for upgrades.
Maybe I should have put that one in a separate patch,
but...
