I use keepass 227 portable and have copied file PwSafeDBImport.dll into program directory.
After restarting keepass I don't see the plugin under tools/plugins.

PwSafeDBImport is a plugin for KeePass 1.x, not 2.x.
KeePass 2.x has a built-in Password Safe importer. In order to import an XML file exported from Password Safe, go 'File' -> 'Import' (after opening your KeePass database) and choose 'Password Safe XML'.

PwSafeDBImport is a plugin for KeePass 1.x, not 2.x.

But shouldn't the plugin be visible too??
The plugin would not be visible in KeePass 2.x because PwSafeDBImport.dll is not a valid plugin for KeePass 2.x, it is only valid for KeePass 1.x.
