Neither nor.
First off, it became ridiculous to announce those things for "next releases" since 3 years.
As for CV8, this has got very low priority, because CV4 works fine for both 32- and 64-bit.
As for Dwarf, there are actually no plans to implement it anytime soon. If support for ELF is going to be improved, the first step will be to extend syntax for position-independent code.

I don't know. As you probably have found out already, the SF "forge" software is not exactly what one would call "high quality" - if it detects a problem when you post something the message is simply ignored.
