#61 DTE: A more general Distributed Environment

The DTE could be very useful for any optimization
problem that has some kind of probabilistic feature or
a lot of parameters to tune. We could make it more
general so that it can train (Joone) neural networks,
but also any other application if it is encapsulated in
some kind of DTE classes...
This would probably take some quite drastic changes in
order to make the DTE more general, but it might
attract a much larger community.
