#535 Dispatcher option to clear direction sensors

It would be nice if Dispatcher had an option to clear section direction sensors when a train is terminated. As it is now, the signals along the transits are left in the "Red" state which makes it difficult for other operators not using Dispatcher to drive their trains. Those operators may not be able to bring up the Section tables's Tools option to remove the sensors, and the dispatcher shouldn't have to use that option either.
