#501 Programming and Running on Programming Track Only

Programming and running are on the program track even with the Programming Track selected on the programming screen. My running track is dead and does not come on. I tried this using an NCE Power Pro and also switched to a Digitrax system with the same result. At first I thought it was a hardware or wiring issue, but tried it out on JRMI 3.6 production and did not see the same issues. Windows 7 machine.
