For modifying authorization, the users have to modify
acl-config.properties and then restart jmanage.
We need an ACL editor under the "Admin" section
to configure authorization from the web ui.
This ACL editor will let an Administrator add, modify
or delete ACL entries. The ACL editor will provide a
list of available ACEs and the available users & roles.
The administrator will then be able to assign the ACEs
to users and/or roles.
The ACL editor will also provide mechanism to build
"dynamic" ACEs. (see doc below).

And also If I make a change w.r.t acl through your editor, will it reflect in runtime or do I have to restart the jManage as we do now?
