Hi, I downloaded the latest release of Eclipse, JasperReports, and GEF and installed them. After copying Jasperreports and GEF to the plugins directory, I restarted Eclipse to try it out. I clicked file->new->other.. and selected Jasper Report File.
When I click the finish button, an error dialog appears saying: Unable to create part: report1.xml
and the report1.xml tab has a red error that says:
An error has occurred when creating this editor.
Any clues?

That would have been too easy. :-)
Log file shows that the apache commons logging classes were not found. I downloaded the jar, updated the plugin.xml file to add the library, and it works now.

Maybe your can make a check on eclipse logs, which can found in eclipse/workspace/.metadata/.log. And you can send the logs to me.
