#17 Make features/actions optional and have a way to override jCapture defaults

For each feature/option in jCapture, there should be a way to override the default.

My immediate use case is to offer only screenshots on a project, so I want to hide the video capture possibility, and even the options. The should select zone and click to take the snapshot. Also, I want to override the default setting with respect to the border.

I would like the settings in the preferences of the CMS/Wiki.

Ex.:
* Borders: always on, always off, user choice with default to on, user choice with default to on
* Can capture audio: always on, always off, user choice with default to on, user choice with default to on
* Can capture video: always on, always off, user choice with default to on, user choice with default to on
* etc.

As an example, there is something similar between SVG-edit and Tiki.
