I have tried both your versions, with correct matches in Eclipse. Don't know why there is no trace of your plugin showing up. Here are some guesses: In you instructions, you mention the /features directory, but there is no features sub-directory in the zip files.
Does it matter what kind of project you want to enable? Are the other capabilities that need to e enabled for the JS compiler to show up.
