#126 Workflow configuration appears to have a limit

I am trying to set up a state-transition workflow for the following statuses:

New
Open
To be Fixed
In Development
Fixed
In System Test
Passed in System test
In UAT
Passed in UAT
In Production
Passed in Production
Retest Failed
Closed
Rejected
Awaiting Information
Specification Update Required
Retest Blocked
Deferred
Assigned to 3rd Party

These are to apply to 4 different roles. On Configuration an error internal error is display this appears to be linked to the number of selections I have made. Does this have a limit ?? can I change this, it doesn't seem to be an unreasonable level of options.

I thought I read somewhere where the values for a drop-down field could not contain blanks. I may certainly be wrong in believing it's not an error related to the AMOUNT of selections.
