#349 user set password - add option to choose 16/20 byte password

Add an option to 'user set password' so it is possible to choose whether password should be stored as 16 byte or 20 byte. As of now, this is determined by password length. As a result it should be possible to store short password, eg. 5 byte, as 20 byte one and thus making it useless for IPMI v1.5 authentication/sessions.

eg. 'user set <UID> [<PASSWORD [STOR_METHOD]>]'
