#2 Add priorities to the system

This patch adds priority tracking... A new field is
created in the db, and "bump up/down" buttons are
added to the project listing, along with manual edits in
the creation/editing phase.

You'll need to update your table, though:

alter table IPM_projects add column priority int not null
default 50;
